During the 1990s many Latin American countries implemented legal gender quotas prescribing the minimum percentage of female candidates on the candidate lists for congressional elections, in order to achieve balanced representation of women and men in national parliaments. The effects of quota laws differ from one country to another. In some states women´s representation has markedly risen but in another states this increase has been lower or even close to zero. The article deals with an analysis of thesettings of gender quotas and relating electoral system components, such as type of candidate list and district magnitude, and their influence on the quota efficiency. Above all, it focuses on its effect in systems with open candidate lists and small electoral districts.
