Invasive alien plants cause major ecological, economic, and social impacts, and their numbers will likely rise with globalisation and climate change. Preventing their introduction is the most cost-effective way to protect Norway’s ecosystems. We developed a new horizon-scanning method to identify high-risk alien plant species not yet present in Norway but likely to become invasive. Starting with 16 866 naturalised species worldwide, we assessed their climate match with Norway and used impact data to refine the list. Species distribution models predicted potential ranges under current and future (2060–2080) climates. We identified 265 high-risk species, currently limited to southeastern and coastal Norway but expanding northwards and inland under future conditions. Invasion hotspots were near urban areas such as Oslo, already highly invaded globally. We recommend strict monitoring or import restrictions of these species and present a broadly applicable horizon-scanning method focused on climate matching.
