The role of experts in the Socialist Bloc was derived from Marxism-Leninism, which allowed for a somewhat privileged, homogenous elite group to exist within the landscape of Socialist science. This group, however, was supposed to function in close coordination with the Communist Party. The growing role of technocratic thinking, shaped and stimulated by the concept of scientific-technological revolution of the 1960s, meant that by the 1970s, experts who had learned how to function within the framework of Communist power faced a new and much stronger technocratic elite. We aim to demonstrate that thanks to expert researchers, COMECON structure was relatively sensitive to global challenges, nevertheless rigid due to the long-term planning of research. Increasing awareness of the civic society should also be mentioned since it was one of the factors which shaped the evolution of Communist power in the 1980s.
