Currently nations and regions are under stressed to maintain its competitiveness as well as to maintain its sustainability. The recent adoption of clustering as a strategy represents one of the most common policy approaches to addressing the strains between globalization and localization. This paper gives an overview of research on economic clusters and clustering as a policy for improving human resources and regional development, followed by how the cluster concept is focusing on the internal processesof regional development, where policy has been developed for different institutional and strategic environments. The main aim is to focus the importance of linking firms, people, and knowledge at a regional level are one of the way of making regions more innovative and competitive. Finally results were discussed concerning the cluster-based policies and the development of human resources and regions from the authors? own survey conducted in different countries.
