This paper deals with the issue of public procurement in the states of the European Union. Despite them being to some extent bound by the same legislation, the paper explores the differences between the elder Member States who entered the Union prior to 2004 and the newer Member States. Given their disparate economic performance, the authors expect certain differences between the two groups, mostly stemming from less experience and lesser efficiency on part of the newer Member States. The results of using price as a main criterion of awarding the tenders and on the numbers of offers generated indeed suggest the advancement of the elder Member States, however, the newer Member States seem to be more active in using e-Auction and by extension the newer technologies to promote the public procurement tenders.
