text presents an analysis of the Czech educational policy towards small schools with composite classes. Since 2001 the Czech policy on education underwent a whole range of legislative changes, which concerned also this kind of schools. At present the education policy in the Czech Republic works on three levels - national, regional and local. In this paper I analyse the approach of each of the levels of the education policy towards small schools with composite classes, the room they are left for manoeuvre and the rules by which this happens. I also comment on the way the schools themselves see these rules. The paper consists a conclusion of the first stage of a three-year project Small schools with composite classes in the Czech Republic: an analysis ofthe present situation and the potentials of development. It is based on an analysis of strategic documents, existing legislation and data acquired in interviews and questionnaires
