In game theory, there are two approaches to the question of the optimal functioning of social institutions: The search for evolutionarily stable strategies for human communities (especially Ostrom) and the theory of design and enforcement mechanisms or institutions (Hurwicz, Mayerson, etc.). The prospective path of "small unification" within Nash's program is addressed by Trockel. On the basis of the issue of human capital (its acquisition, preservation and application), taking into account the role of positional investing as a negative influence, it is possible to define a program of "grand unification" (from the perspective of game theory) in which the search for an evolutionarily stable strategy is complemented with the design and enforcement of mechanisms or institutions. To do so, we characterize in detail Trockel's approach to the problem, current results and problems, and then we propose our way to address both the "small unification" and "big unification" programs of approaches to the problem within the framework of game theory, which is at the same time an important condition for enabling the growth of the role of human capital in society.
