Ziel des Kapitels ist es, einen Beitrag zur theoretischen Auseinandersetzung mit aktuellen Ansätzen zur Qualität der Demokratieforschung zu leisten. Aufgrund des thematischen Umfangs konzentrieren wir uns nur auf ausgewählte Themen des Forschungsgebiets. Erstens argumentieren wir, dass der Begriff der demokratischen Qualität sowohl eine normative als auch eine empirische Basis enthalten muss. Wir setzen auf prozedurale Demokratie, die als operationale Definition demokratischer Qualität verwendet werden kann, aber gleichzeitig eine hinreichend robuste normative Grundlage enthält (in Bezug auf politische Freiheiten, politische Gleichheit der Bürger, Rechtsstaatlichkeit, Wettbewerbsfähigkeit, Repräsentation oder Partizipation). ) zur Bestimmung empirischer Dimensionen demokratischer Qualität. The aim of the chapter is to contribute to the theoretical debate on contemporary approaches to quality of democracy research. Given the topic?s extent, we only focus on selected topics of the research area. First, we argue that the concept of democratic quality must contain both a normative and an empirical basis. We rely on procedural democracy, which can be used as an operational definition of democratic quality but at the same time contains a sufficiently robust normative basis (in terms of political liberties, political equality of citizens, rule of law, competitiveness, representation, or participation) for defining the empirical dimensions of democratic quality. Second, we claim that the analysis of democratic quality should avoid both the minimal (electoral) definition of democracy and the maximalist approach based on the analysis of policy outputs and responsiveness, because the inclusion of social and economic equality ?over-stretches? the concept of democratic quality and leads to evaluating the effectiveness of government in terms of socio-economic performance instead of democratic quality.
