The papers deals with the consequences of labor offices reform in the Czech Republic for the employees of these institutions. We consider this reform to be very extensive and controversial. It was connected with a lot of problems, some of them were in policy making process, and others of them were during implementation of the reform. Currently, there is an intense debate on involvement of public employees into policy design and implementation. We assume that without their involvement they have difficulty in identifying with new policies, which can lead to policy failure. Therefore we concentrate on public professionals (their opinions, perceptions, feelings) using the concept of policy alienation. (Tummers et al., 2009 and 2012; Tummers, 2012 and 2013) Policy alienation consists of two major dimensions, policy powerlessness a policy meaninglessness that are further divided into five dimensions: strategic powerlessness, tactical powerlessness, operational powerlessness, societal meaninglessness and client meaninglessness. In this article we explore hypothesis that employees that had not been involved in the design and implementation of the reform might suffer display feelings of policy alienation. Our research is based on quantitative methodology and we use a reliable and validated policy alienation scale from Lars Tummers. Because we assume that there is a relation between policy alienation and job satisfaction we use validated job satisfaction scale from Wright and Davis.
