The Limits of State Employment Policy in the Labour Market

  • Popis výsledku v původním jazyce

The main objective of the present paper was to map the current situation in the Czech labour market, analyse the State Employment Policy with special focus on the tools and measures of active employment policy and reflect on their effectiveness. In performing the analysis, the method of description was used first, i.e. data and relevant information were collected for the purpose of describing the current situation in the labour market. The crisis of 2008–2009 and its recurrence in 2011–2013 were felt in the labour market with a considerable time lag. The year 2013 brought the worst labour market figures since the creation of the Czech Republic as an independent country. The number of job seekers hit a record high and, by contrast, the number of available jobs was at its lowest. Based on a comparison of year-to-year changes in employment and unemployment, these data were confronted with the State Employment Policy. It was found that while resources for State Employment Policy keep increasing, their effectiveness declines. The targeting of those groups of people that really need support in the labour market is insufficient. The author believes that giving preference to spending on passive employment policy over active employment policy is a problem; spending on the active features of that policy even declines over time. In 2012, the cost of active employment policy was only 40% of the amount in 2008. While positive changes can be observed in the labour market since 2014, these are the result of the economic cycle rather than of the State Employment Policy.
