After 5 years of implementing the Eastern Partnership (EaP) initiative, its initial leader Ukraine declined to sign the Association Agreement during the Vilnius Summit in November 2013. The following escalation of the political situation in Ukraine undermined the purpose of the EaP initiative, putting a question mark on the effectiveness of the current framework for the EU relations with its Eastern neighbours and the EaP attractiveness for the targeted countries.
