Aim of the topic of this paper extends recent research in the field of emergency operation states such as an island operation of a city. Previously the question of the transition in to the island operation from the view of frequency change during the primary regulation process and the frequency stability was solved. Also conditions such as maximal active power difference was calculated. The topic of island operation needs also a closer investigation from the view of risk management. The operator (DSO/TSO) must know the potential initial events and possible threats due to various operation states of the sources connected in to island. This paper brings a brief introduction in the use of Event Tree Analysis (ETA) for emergency risk management states.
