The development of digital technologies over the last 25 years has had a significant impact on the functioning of the private and public sectors. Their active use has become a critical factor for creation of and access to power, wealth and knowledge. The ability to use digital technology appropriately, efficiently and safely to acquire knowledge, skills, problem solving, collaboration, communication and the creation and sharing of content in personal and work life is called digital literacy. It is a set of competencies that need to be systematically created and constantly updated. In the context of rapid and constant changes in the domain of digital technologies, these competencies need to be systematically created and constantly updated. The aim of this paper is to map digital competencies of public administration employees using the comparison of declared and observed digital literacy levels which were carried out by means of questionnaire research and a practically oriented non-standardized test. The research involved 224 employees at 2 selected public administration institutions in the Czech Republic. The main result of the research is the confirmation of the hypothesis that the observed digital literacy of public administration employees, specifically the part related to creating and editing of text documents, is lower than expected.
