The Development of e-Accessibility in Slovak Public Administration for Persons with Visual Impairments

The aim of this paper is to present individual aspects of the issues of public administration e-Accessibility for persons with visual impairment under the conditions of the Slovak Republic. In this respect, the rules of law have been determining requirements for accessible electronic environment of the public administration websites since 2006. In the research conducted, we found out that even as late as in 2013, more than a half of the public administration organizations failed to comply with the Article 14 of the Edict No. 312/2010 of the Ministry of Finance of the Slovak Republic of 9 June 2010 on Standards for Public Administration Information Systems. When comparing these results to the findings from 2008 and 2011, we found out that in spite of global improvement, the e-Accessibility development has a tendency towards stagnation. In 2013, as much as 41% of the re-evaluated public administration websites was less accessible for the visually impaired persons compared to their status
