This article deals with the education of students at preschool and primary school age in the border zone of intellect. It describes that students with mental impairment are located on the border of the educational system. Their IQ is not below the norms,so they do not fall into special educational facilities. On the other hand, they have great difficulty in elaboration of subjects in common primary schools. It is therefore necessary that teachers who work with such children will have the necessary knowledge and skills. The article describes the legislative measures according to which these students are educated and difficulties with which teachers face. Attention is also paid to different factors that affect the success of the education of these students and the conditions under which their schools are able to provide adequate education at elementary school.
