This article deals with motivating foreign language learners in both the lower and upper levels at Czech elementary schools. To combat the current high unemployment rate among recent graduates, the European Union in late 2012 proposed education revisions, including a renewed emphasis on foreign language acquisition. Aside from summarizing current and relevant legislative documents for foreign language teaching at the national and European level, the results of research conducted among students and teachers at Czech elementary schools are presented. A deficit in motivation is apparent, which can only be overcome by the close cooperation of all involved parties.
