Using Historical Institutionalism to Study Adult Learning Systems

This chapter introduces historical institutionalism as a lens to study Adult Learning Systems (ALS). This offers a repertoire of concepts focused on the temporal phenomena of dynamics which influence the origin and evolution of institutions, as well as their impact on public policies and authority distribution at macro-social levels. Historical institutionalism is influential across the social sciences and is helpful in synthesizing different forms of institutionalism. Despite sporadic application in adult education research, we suggest that adopting recent concepts such as institutional plasticity, gradual change, and intercurrence is helpful to enhance the study of the dynamics of ALS designs/redesigns. By leveraging historical institutionalism, our aim is to provide a means to nuanced empirical study of ALS, emphasising both synchronic and diachronic analyses. Importance is placed on considering regional context and transformation over time, setting the stage for the study of the dynamics of ALS designs/redesigns.
